Eligibility criteria 

To be eligible for the HR Stream in the Australian Government Graduate Program (AGGP), you must submit your application with evidence of the following: 

  • Be an Australian citizen at the time of application.
  • Have completed an Australian Qualifications Framework Level 7 (bachelors degree) or higher in HR or a related discipline such as Business, Psychology, Psychological Science, Commerce, Arts, or Education.
  • Have completed your most recent eligible qualification between 1 January 2022 and 31 December 2026.
  • Be able to obtain and maintain a valid Australian Government security clearance if required. For more information, refer to the Australian Government Security Vetting Agency (AGSVA).
  • Be willing to undergo any police, character, health, or other checks required.

To be suitable for a HR Stream Graduate role, you should have most or all of the following skills: 

  • Strong written and verbal communication skills.
  • Strong interpersonal skills.
  • Ability to build positive working relationships.
  • Willingness to learn and adapt.

Locations

Most positions are located in Canberra. A limited number of positions may be available in Adelaide, Brisbane, Geelong, Hobart, Melbourne, Perth, Sydney, and Townsville 

Relocation assistance may be available for successful candidates. 

What to expect in this program 

As a HR graduate, you will apply your studies in a professional APS environment and develop through real work and on the job learning. 

During this program, you can expect: 

  • Practical, hands-on HR experience in your agency.
  • Specialised learning and development designed and delivered by HR experts.
  • Support and guidance from the Australian Government HR Programs team.  
  • Opportunities to build professional networks with HR graduates and leaders across the APS.

Application Process

Initial application

Approximately six weeks

Applications are managed through the ATO's eRecruitment system. You will need to provide personal information, qualification details, and your current academic transcript.

Online skills shortlisting assessment

Approximately two weeks

Candidates will complete an online skills assessment to help us understand you HR skills and capabilities.

Assessment centre

Approximately one month

Selected candidates will attend a virtual assessment via Microsoft Teams or Webex. This may include activities like a behavioural interview and presentation.

Reference checks

Approximately one month

Referees of successful candidates will be contacted to provide a report on workplace performance relevant to the role.

Agency preferences and matching

Approximately one month

Successful candidates will be placed into a merit pool and asked to provide agency preferences. We aim to match candidates with their preferred agency and location. While there is no guarantee of placements with a specific agency, candidate preference will be considered wherever possible

Offers

Offers will occur on a rolling basis

Participating agencies will review candidates matched with their agency. Agencies may contact candidates to discuss an offer of employment and next steps.
